The shareholders lack adequate financial resources to maintain and upgrade the aging water supply and sewage systems currently under municipal ownership. VVS operates as a regional water management company serving multiple municipalities in eastern Slovakia, and the proposed infrastructure transfer would shift responsibility for costly maintenance and modernization projects from cash-strapped local governments to the utility company.
