The Winter Paralympic Games have begun with Russian athletes permitted to compete under their national flag and state symbols, despite the ongoing war in Ukraine. The International Paralympic Committee announced in the fall that athletes wounded during fighting in Ukraine would also be allowed to participate in the games. The committee justified this decision by citing the historical precedent of the first Paralympics, which included former soldiers wounded in conflict.
